Project description

The Youth Community Accountability Project (Y-CAP) project shall be implemented in two (2) districts namely; Limulunga and Mazabuka with financial support from GIZ Back-Up Health. Its specific objectives ensure the following:

  1. Implement a youth friendly Social Accountability Framework in Limulunga and Mazabuka districts to monitor and feedback successes and challenges related to services delivered under the Global Fund investments
  2. Leveraging the findings of CBM to influence national strategies and policies around the health, rights and needs of adolescents and young people

Project strategies

This Accountability Framework is a community driven tool that supports young people to:

Remain meaningfully engaged throughout the entire grant cycle, especially during grant implementation. Engagement ensures country objectives are met by upholding the rights of young people to access services and by ensuring that services remain responsive to young people and grounded in reality

  • SRs – 11 AGYW and youth focused organizations who are recipients of Global Fund grants from Ministry of Health during this grant circle.
  • SRs – 5 District Health Offices among the Global Fund targeted districts 
  • National AIDS Council.
  • Eastern Africa National Networks of AIDS Service Organizations (EANNASO) 
  • PRs – (2) Ministry of Health and Churches Health Association of Zambia (CHAZ) 
  • CCM – Secretariat, Oversight Committee, Executive Committee, Strategic Planning and Investment (SPI) Committee and the full CCM. 
  • Civil Society Self Coordination Mechanism 
  • UNAIDS country office – they will help with data analysis. 
  • AfriYAN Zambia
  • Key population organisations including: Friends of Rainka and Livingstone Circuit Plus. 
  • Neighbourhood Health Committees  
  • Health Centre Committees
  • Health Service Providers
  • Local/Civic/Religious Leaders 
  • Local CBOs/NGOs in Health Sector 



To ensure that Global Fund investments are grounded in reality and respond directly to the priority needs and rights of young people in Zambia especially these populations include AGYW, key populations and those living with HIV. 

The above will mainly be achieved through the developed Accountability Framework. By implementing the Accountability Framework, young people shall be able to advocate for the following; 

  • Work with the CCM and PRs to strengthen and support qualitative rights-based data collection to monitor the Global Fund’s role across Zambia to support the quantitative data collected to measure progress around adolescent girls and young women and young men. This could compliment the global indicators that currently only count people tested and treated but do not speak to the quality of services or the reality of adolescents and young people’s lives. We have finalized a simple and reliable tool that enables community and civil society organizations to collect data independently of government. We want to track the implementation of Global Fund programmes and effectively collect qualitative age - and sex-disaggregated data across programs and services for young people. Adolescents and young people may be young but are not helpless – they only ask for support.
  • Provide evidence - ZYP through evidence gathering shall enhance meaningful participation in the Global Fund and national dialogue processes as well as the advocacy work around gender responsive programming. ZYP is an advocacy engine for adolescents and young people in Zambia.
